The Scattered Home scheme in Camberwell

The Scattered Home scheme in Camberwell has been so far developed that there are now 19 houses occupied by, in the aggregate, about 182 children (13th January 1900). I continue to wish the Camberwell Guardians all the success that may be possible in a scattering scheme on a large scale, but an essential to success is a properly appointed and organised "head Quarters Home." This has not yet been provided (though the Guardians have recently acquired a, not altogether ideal site for the purpose), and there are a large number of children in the workhouses at Constance road (43 exclusive of infants under 2) and Gordon Road (76 exclusive of infants under 2).

I have seen the majority of the occupied homes, and while I willingly testify to the comfortable appearance of the children, and to the assiduity of the Inspector appointed by the Guardians, the scheme, still immature, has not yet been long enough in operation for me to say whether or no my original doubts as to the supply of 'mothers' of the right sort and as to the quality of the industrial training are or are not likely to be justified by events.
